Short answer: Koreans can't. Japanese probably can't either. Long answer: Koreans do learn Chinese characters but only for the purpose of being able to read Sino-Korean words that appear in the language, which are mostly nouns. ... But Koreans learn it as a noun, meaning --a thought--.
